Why gutters overflow in Illawarra storms, and what the code actually requires
Almost every storm-related ceiling stain we are called to starts in a gutter, and almost none of them are caused by rain that was simply too heavy. They are caused by a design intensity most people have never heard of, meeting a maintenance gap nobody could see.
The number nobody tells homeowners
Your gutters were designed to a standard. The National Construction Code sizes eave gutters on a rainfall intensity of five minutes duration at a 5 per cent annual exceedance probability, with overflow measures sized at 1 per cent. Earlier editions of the Code said the same thing in different notation: a 20-year average recurrence interval for the gutter itself, and 100-year for the overflow.
Read that again and notice the words five minutes duration. It is a short-burst design standard. It is a sensible, proportionate minimum for a house, and it is not a promise that your roof drainage will cope with an Illawarra east coast low.
What that standard is up against here
Bellambi recorded 96 millimetres in a single hour on 8 February 2023. On 6 April 2024, upwards of 300 millimetres fell over Wollongong through one evening and the early hours, impacting forty suburbs and leaving fourteen homes uninhabitable. A code minimum designed around a five-minute burst is not the same thing as a system that will hold on those nights, and it was never claimed to be.
The four faults we actually find
1. One downpipe doing two downpipes’ work
The Code has expressed the limit as a downpipe serving no more than 12 metres of gutter length. We regularly find Illawarra houses well past that, and it is almost always because the roof grew. Someone added a verandah, an extension, a carport or a patio roof, tied the new gutter into the existing run, and nobody recalculated the drainage. The gutter itself is fine. The outlet is the bottleneck.
This is usually the cheapest of the four to fix. An extra downpipe and a stormwater connection is a modest job compared with replastering a ceiling.
2. No overflow provision at all
A properly detailed roof has a designed path for water to escape once the gutter is full, so it goes outward and down. The Code allows either a continuous provision rated between 0.5 and 1.5 litres per second per metre, or dedicated overflow points rated between 0.5 and 3.5 litres per second, and requires that any overflowing water is directed away so it does not pond against, enter or damage the building.
Plenty of older houses here have nothing of the kind. When the gutter fills, the only available escape route is over the back edge, into the eaves, down the cavity. That is the difference between a wet garden bed and a repair bill.
3. Fall, sag and bracket spacing
Eaves gutters need fall, and the Code has set the minimum at 1:500 (with an exception where the gutter is fixed to metal fascias), with brackets at not more than 1.2 metre centres. Twenty years of sun, weight of water and the occasional ladder later, brackets spread and sections sag. A sagging gutter holds standing water, standing water holds silt, silt holds seeds, and now you have a garden in your gutter and a section that overflows before the rest of the run is even half full.
4. Debris, which is the boring one that causes the most damage
The NSW SES advice is to clear gutters, downpipes and drains regularly, and it is on the list for a reason. In the northern suburbs, under mature escarpment vegetation, “regularly” means more often than most people think. What matters is not just the trough but the downpipe entry: a compacted plug of leaf litter at the outlet reduces a correctly sized system to a bucket.
Box gutters are a separate conversation
An eaves gutter that overflows spills outside the building. A box gutter sits within the roof, so when it overflows the water has nowhere to go but in. The Code has always held box and valley gutters to a higher design standard than eaves gutters, and under NCC 2022 the simple housing provisions may no longer be used for box gutters at all: box and valley gutters pitched under 12.5 degrees have to be designed to AS/NZS 3500.3 or through a Performance Solution.
If your house has a box gutter, particularly one added during a renovation, it is worth having assessed rather than assumed. They fail in a way eaves gutters do not.
What we check, and what it costs
A pre-season roof drainage check is not a mysterious thing. We look at the gutter fall and bracket condition, whether the front edge is still lower than the back, the number of downpipes against the roof area they serve, whether overflow provisions exist and are clear, the condition of the downpipe entries, and where the downpipes actually discharge to. That last one surprises people: we find downpipes running into a pit that has been silted solid for years, or into nothing at all.
We will also tell you when the answer is that your gutters are fine and the problem is elsewhere. On escarpment blocks it is often not roof water at all but ground water arriving laterally from uphill, which is a different job entirely.
Keep the paperwork
Most storm insurance policies contain wear-and-tear or lack-of-maintenance exclusions. That does not mean a claim automatically fails because a gutter had leaves in it, and the onus of establishing such an exclusion sits with the insurer. But dated invoices for gutter cleaning, roof work and drainage maintenance make the conversation shorter and easier. Keep them somewhere you can find them in a hurry.

Questions we get asked
Why does water come over the back of the gutter instead of the front?
Because the front edge of a properly installed eaves gutter is set lower than the back edge, so that when it overflows the water goes outward and falls clear of the building. When water comes over the back instead, something has defeated that: the gutter has been installed level or backfalling, the brackets have sagged, debris has built up at the back, or a later roof or fascia change has altered the levels. It matters enormously, because water over the back goes into the eaves and down inside the wall cavity, and you see it as a ceiling stain weeks later rather than as a splash in the garden.
How much gutter can one downpipe serve?
The National Construction Code has expressed this as a downpipe serving no more than 12 metres of gutter length. In practice we regularly find Illawarra houses where one downpipe is taking a run far longer than that, usually because a verandah, extension or carport was added and the roof area grew without the drainage being reconsidered. It is one of the most common causes of overflow we see, and adding a second downpipe is usually a modest job.

Is gutter guard a good idea in the Illawarra?
It depends on what is above you and which product. Under mature escarpment trees, a good mesh keeps leaf litter out of the gutter and out of the downpipe, which genuinely helps. A poor product, or one installed so it sits proud and lets water skate over the top in heavy rain, makes overflow worse rather than better. It also does not remove the need for inspection; it changes it from clearing the gutter to clearing the mesh. We are happy to tell you when a property does not need it.
